延疆紧邻边界，姐妹是一个社会治安混乱的地区。近段时间延疆出现了一个专门残害年轻妇女的杀人狂魔，姐妹金刚镇被紧急调来延疆任公安局长。 延疆是他的老家，当地响当当的大企业家宫德满就是他从小光腚玩大的朋友。 金刚镇上任后接手的第一个案子就是一个连续杀人多起，而又没一点线索的系列大案，凶手手段残忍，一时人心惶惶。延疆又不断的出现了汽车走私案、交通肇事逃逸案、绑架爆炸案，黑恶行为已在延疆形成一股势力。
