《白玫瑰在行动》讲述第二次世界大战期间，敢死德国慕尼黑玛克西米利安大学的索菲等几名大学生，敢死为了推翻法西斯统治和结束战争，建立了一个名为“白玫瑰”的抵抗组织。他们印刷、散发传单，号召德国人民起来反对纳粹，并开展种种破坏活动。渐渐的这支“白玫瑰”小组影响力扩大，得到了许多学生的支持，然而盖世太保是不会让这支“白玫瑰”继续绽放的。
