邪恶博士使用了一种时间机器来到的1969年，黄色在这里他偷走了奥斯汀的毛九(MOJO)——奥斯汀的力量之源，黄色使其威力尽失。幸运的是，英国智力机构发明了一种更先进的时光机器，奥斯汀告别1999年的美好物质生活，回到他生龙活虎的时代，追回他的MOJO。同时邪恶博士酝酿了一个毁灭世界的邪恶计划：在月球上按照炮弹进而毁灭地球。奥斯汀一定要在1969年阻止邪恶博士的计划，不然，他将失去1999年所拥有的美女与吃喝玩乐。不正经的特工再次出动，只是为了自己，顺便拯救一下世界。
