邻埠高级长官荣大刚结束了对香港的访问即将离开，火速然而在机场，火速突然出现杀手行刺荣。荣大刚身中三枪生命垂危，张志诚警司（任达华 饰）将逃跑时坠楼的女杀手逮捕。随后此案被交给总督察姚天明（方中信 饰）负责，坠楼的女杀手北条真理（白田久子 饰）短暂失忆，不能提供任何线索，而姚天明的家人却被一队由“奥多桑”（千叶真一 饰）带到香港的国际恐怖分子劫持，因担心儿子安危，姚天明只得暗中服从恐怖分子，假意将北条真理杀死，而实际却带走了北条，希望从她处得到恐怖分子的真实身份以及解救自己的儿子。警方对姚天明的“背叛”反应迅速，张警司通缉姚和北条二人。原来北条从小被奥多桑拐走收养，并培养成冷血杀手，这次行刺行动中，北条只不过是阵前的烟雾，真正的幕后杀手另有他人……
